As of 1 January 2025, the new regulation of SIM card circulation provides for the specifics of selling SIM cards to foreign citizens and stateless persons.
All SIM cards purchased before 01.01.2025 must be re-issued before 01.07.2025.3 simple steps to register / re-issue your SIM-cards starting from 01.01.2025
Step 1 – prepare required documents and data:
- Accessible email
- Identity document
- for a foreigner — passport of a foreign citizen
- for a stateless person: temporary residence permit / residence permit / refugee certificate / certificate of temporary asylum in the Russian Federation
- Notarised translation of the passport of a foreign citizen. To obtain it, apply:
- to a notary — have the document translated by a translator recommended by the notary and have it certified
- to a translation agency
- Extended migration card — for visa-free foreign citizens
Step 2 – visit one of the bank offices where you can apply for the following services:
- SNILS
- Confirmed account on Gosuslugi.ru (State Services)
- Confirmed biometrics
The service is available:
*If you already have documents and services from Step 2 – go straight to Step 3
Step 3 – Apply to the office of the mobile operator with all the above documents and data. Also provide:
- IMEI — number of your device
- Number of active SIM cards
For new customers — study and sign the agreement.
For re-registration of existing SIM cards — sign an application for data update.
Activate the SIM card at the operator's office or independently on Gosuslugi.ru.
